Job Description and Duties

Under the general direction of the Principal Property Appraiser, the Supervising Property Appraiser of the Legal Entity Ownership Program (LEOP), plans, organizes, directs, and evaluates the work of staff in the examination of filings of the form BOE-100-B, Statement of Change in Control and Ownership of Legal Entities, to determine if re-assessable events occurred for legal entities (i.e. corporations, limited liability companies, and partnerships) that hold interests in California real property and requires notification to the County Assessors of such events. Revenue and Taxation Code (RTC) sections 480.1 and 480.2 require legal entities to file a BOE-100-B with the BOE within 90 days of a change in control or ownership under RTC sections 64(c) or 64(d). The supervisor is responsible for managing the review of BOE-100-B filings to ascertain whether a transaction resulted in a change in control under RTC section 64(c) or a change in ownership under section 64(d), and if the transaction qualifies for exclusion under certain statutory and regulatory provisions. The supervisor also serves as a key member of the CAPD management team and is a part of the Property Tax Department's and BOE’s overall management team.
